AALO, Sept 2: The State Transport Services in all routes of West Siang which came to a standstill for a day resumed after prompt assurance by the Govt to place fund and constant negotiations with proprietors of Yomgo Automobiles Services, Aalo and Geni Auto Agency, Likabali.
The two agencies have at last agreed to issue POL item to the State Transport Department on the condition that huge amount of pending bills are cleared.
The prompt action has given a sigh of relief to the passengers as the state Transport service is considered the most vital means of surface communication in terms of cheap fare, accommodation as well as carrying of goods, vegetables to market by the vegetable sellers. Random tests to check spurious drugs
ITANAGAR, Sept 2: Chairing a meeting of the health department today to discuss the various issues to be placed before the State Development Council (SDC) Dr. B M Mishra, Secretary Health & Family Welfare delved into the issue of spurious drugs in the local market. He stressed that such practices put the life of citizen in danger and directed the concerned officials to carry out surprise collection of at least 500 random samples from the market for quality testing.
Major issues discussed included status of the existing infrastructure and manpower and budget estimate for the current financial year and new development activities to be projected in the State Development Council meeting to be held soon.
The meeting held in the Conference Hall of the Directorate of Health Services was attended by Dr. Moji Jini, DHS cum DME, Dr. H.Tabyo, DFW, P.N.Thungon, MD (NHM) and all senior officers of the health department.

ITANAGAR, Sept 2: The Capital Complex overwhelmingly lead the crime graph while Dibang
Valley is the most peaceful district in the state. Of the total 2884 cases recorded
by the Arunachal Pradesh Police between 1 Sept 2014 -
The relatively peaceful districts are Dibang Valley with 11 cases while Anjaw recorded 25. The tourist town of Tawang saw 40 cases making it on one of the lesser violent places to live in the state.
Of the 63 murder cases registered, Changlang leads the graph with 10 while with eight each, Papum Pare and Capital Complex closely follows. Anjaw has an impressive zero murder record during the period.
Crime against women stands at sixth in the overall crime graph belying the popular notion that state is relatively safer for women than rest of the country. Itanagar has not been kind to its women as it saw 51 cases of violence against women followed by Pasighat at 23 of the total 192 cases registered in the state. There have been 74 cases of rape in the state with 22 in Itanagar and 11 in Aalo.
Assault against public servants accounts for 48 cases with Itanagar and Aalo standing at 14 and 8 cases respectively.
163 cases of kidnapping have been registered in the state with Itanagar way ahead of others at 69 while Tezu saw 22 cases. Highest numbers of cases are registered against theft at 496 followed by burglary at 238 in the state.
We will not allow compromise on territorial integrity: AAPSU
ITANAGAR, Sept 2: The AAPSU president Kamta Lapung said that the Union is not against the Naga Peace deal, however, it will not let the state government compromise its territorial integrity to fulfil the aspirations of Naga people.
Addressing media persons at the Press club here today Lapung said that the Union has met CM Nabam Tuki and he has agreed to hold an all party meeting on Sept 10 next regarding the issue. He further informed that he along with AAPSU General Secretary will also visit New Delhi and submit a memorandum to both the Prime Minister and Union Home Ministry.
He also appealed to the state government to deploy additional forces at the three insurgency affected districts of Tirap, Changlang and Longding to ensure safety of the people’s lives and properties which, are otherwise under constant threat and endangerment.
AAPSU is always ready to initiate talks with the Union government and the NSCN (IM) to bring a solution to the contentious issue, he said.
However, the state cannot adopt the policy of appeasing the NSCN (IM) by giving away land against the will of the people, said Lapung and further urged the state government to send a team of all party members to the centre soon.
While objecting to the NSCN (IM) general secretary Thuingaleng Muivah’s statement in which he has said that the NSCN (IM) will not compromise their demand of sovereignty and territorial integrity of all Naga inhabited areas including some parts of Arunachal Pradesh, AAPSU General Secretary Biru Nasi said that the Union strongly objects to any move by the central government to appease the factions at the cost of the general interest of the state. He further appealed for making the content of the recent peace agreement between the centre and the NSCN (IM) public in the interest of the state.

ITANAGAR, Sept 2: Finally some good news for the harassed consumers as the shortage of LPG cylinders in central Arunachal Pradesh, particularly Itanagar Capital Complex, would improve soon.
This has resulted after a meeting with IOCL officials at a high level review meeting chaired by Chief Secretary Ramesh Negi in his office today.
There has been immense scarcity of cylinders as Kimin plant could supply only 100 trucks against monthly requirement of 259 trucks.
Kimin caters to the requirement of seven districts of central Arunachal Pradesh including Capital Complex and two adjoining districts of Assam.

till September end and hold a meeting on October 1 to review the position after an

As our convoy stumbled upon boulders at riverbed of mad River Sisar, three giant Asian elephants embedded with frail mahouts appeared from nowhere. They were ready for a routine trip with the passengers across roaring Sisar.
We hefted our rucksacks, moment the elephants kneeled before us, beckoning us to climb on its bare spiky back.

Dibang River in east and Sisar in the west have turned into a geographical ‘Great Wall’ as all surface communication is snapped between early April to late October due to ravaging flood.
Incessant rain makes small streams like Sinekrong and Dotung monstrous; the swelling streams come with surge of debris and tumultuous flash flood during summer. The attrition of Mother Nature during rainy season makes Dambuk, the land of oranges and its circle headquarter Paglam, a seasonal prisoner of nature.
When the elephants started meandering and wading through muddy and sandy Sisar, clattering stones echoed, which was not necessarily music to the ears.
The elephant ride is only means of transportation to reach Dambuk during monsoon from western part curtailing the transportation of food items.
By monsoon, Sisar takes monster shape and spreads into five rivers across 2 kilometers in length.
Our ride across the Sisar River took almost two hours. The members of the team had to cling on rope with chafed palm, enduring pricking spiky hair of the mammal. The mammal rider charged Rs 200/ for each passenger and restricted the weight of belongings.
I saw neither fatigue nor fear on the face of the MLA but restlessness to meet her aggrieved people back home, who were waiting for her at that hour of disaster with hope.
On other side of Sisar were the PRIs members and ADC Atul Tayeng. Our cavalcade bumped through unpaved and ghostly road covered with hundreds of potholes, which had turned into ponds over night.
From Dambuk, she hurriedly visited Bomjir to take stock of flood situation. Next morning, along with 14 officials including this reporter, MLA set off on inflatable boat down the turbulent Dibang that veered off from its main course near Bomjir to assess the trail of devastation. The adventurous yet risky voyage was led by Nature Unlimited Member Anong Tayeng, also the captain of the mission and another boat was under the command of Circle Officer Dambuk Ibing Yirang. All members were given life jackets and the electronic gadgets including DSLR cameras safely deposited into waterproof bags, as it was continuously raining.
We reached Bizari around 10.30 AM, after close to two hours on the raft. After the arduous journey, it was a welcoming sight to see the villagers, who had lined up near the bank of river to meet their representative. It was a relief to be served hot steaming tea with snacks.
Marooned villagers urged the local MLA to initiate permanent measures to protect massive erosion by Dibang River. The demand was to be repeated almost every village that we visited.
As we continue the voyage downward, the uprooted trees, fresh and green greeted us, with their thousands untold harrowing tales.
The destruction caused by the River was so enormous that it washed out paddy fields, agriculture and horticulture fields.
I am sure no government agencies would be able to account the exact loss of the

logs, the team reached Anpum, the worst affected village in the sub-

ITANAGAR, Sept 2: A recently formed Joint Interim Committee (JIC) of the All Nyishi Youth Association (ANYA) and All Nyishi Students Union (ANSU) has today demanded constitution of a Special Investigation Team for conducting a free and fair investigation into the alleged suicide of a class VIII student in Daporijo on Aug 17 last.
Addressing media persons at the press club here today, ANSU President Byabang Joram said that the JIC has submitted a memorandum to both state CM and Home Minister seeking early constitution of a SIT into the case.
While alleging the police and district administration of not carrying out the investigation properly, Joram claimed that the JIC has prima facie evidence which they would hand over to the authorities once the SIT is constituted that could prove that the girl was murdered.

Aadu Mili from Anini and Hiru Rilo from Dumporijo won the fourth and fifth positions respectively.
The first three position winners were awarded case prizes of Rs 70,000, Rs 35,000 and Rs.15,000 respectively along with trophies. Cash prizes of Rs.10,000 each was given to fourth and fifth position holders.
Consolation prizes of Rs.1000 each was given to 6th to 15th place finishers and the rest were given certificates of participation.
MLA and chief patron of the event Paknga Bage, who witnessed the race, urged the youth to take up sports seriously and maintain sportsmanship spirit and discipline for success. Highlighting the achievements of various sportspersons from the district in various sports disciplines, including adventure sports like mountaineering, Paknga encouraged sportsmen and women of the district to take up sports professionally and make career out of it.
Dumporijo ADC Otem Jamoh, SP Taru Gusar also attended the race and appreciated the relatives and family members of Lt. Uli for organizing committee the event to promote sports activities.
Labour officer Jumni Ligu briefed about the social contribution and life of lt. Pakde Uli, who was one of the torchbearers of Segi Gusar Circle of Dumporijo and Upper Subansiri district as whole.
Altogether 42 athletes from across the state participated in the race.

However it looks like finally government of Arunachal has learned some lesson and is working towards addressing these perennial problems. In a latest directive state government has asked all the departments to timely submit utilization certificates (UCs) against the funds released for various centrally sponsored schemes. On their part state government has recently released Rs 28.93 Crore as state share against various centrally sponsored schemes under Health and Education sectors. This includes Rs 2363.80 lakh under SSA, Rs 343.21 lakh under RMSA, Rs. 124 lakh under NRHM, Rs 42.75 lakh under RUSA and Rs 19.10 lakh under AYUSH. Government of Arunachal has taken a major decision by deciding to release state matching share quite early. They will need to take more such innovative steps for the betterment of the state. Besides ensuring early release of state matching share and giving emphasis on timely submission of UC, the state government will have to ensure that centrally sponsored schemes are strictly implemented as per the guidelines. These initiatives will immensely benefit the people of Arunachal.

Paddy field of a road
Dear Editor,
Through the columns of your esteemed daily, I would like to highlight the scary moment that took place with one of the Capital Tempos.
I was travelling towards Naharlagun from Nirjuli on dated August 21 around 7:30 PM
via our very own private transport -
Suddenly, the Tempo got stuck in the middle of the road and I thought it was an Earthquake but the very next second, I realised that it was not an Earthquake. To my shock, the Tempo’s front wheel was out of its body. Thank god, no one was injured. I guess, it’s all because of poor road.
I must add that there are no highways in the Capital but a paddy field in the middle of the town.
Itanagar Road was opened in the1980s. Now it’s 2015. 35 years has passed & we are still blaming nature. Are not our engineers trained to deal with natural calamity? Shillong has the highest rainfall with a similar topography as our own Arunachal Pradesh but then town has got heaven like roads.
Sometime, I wonder if our engineers are lacking behind in technical skills or engineers from other towns have learned extra ordinary skills.

Open letter to Chief Minister of Arunachal Pradesh
Dear Editor,
Through your esteem daily I write this letter to Hon’ble Chief Minister of Arunachal Pradesh.
Since 2013, I have been trying hard to get an appointment with you. I have tried all means. I have called up your assistants, PRI members and your supporters in order to meet you. I have stood outside your bungalow but till today, I have not got the chance to meet you even though I belong to your home constituency of Sagalee. Through this letter, which is my last option, I would like to share my deep sorrow and problem. My five year old daughter has been fighting for her life since 2012. I cannot afford the high amount for her treatment. Because of my inability to manage the resources, my daughter is leading a miserable life, made worse with each passing day.
Now the doctors of the state have advised me to go abroad without delay. Because of the high expenses, APCMHIS will not be enough to cover the total cost of treatment. So I am begging for help for the treatment of my daughter.

Conduct JE Exam (PWD) through APPSC
Dear Editor,
Through the column of your esteemed daily, I wish to draw the attention of the concern department to let the JE exam PWD be conducted by APPSC since we have no more faith in departmentally conducted exams in the state.
It is a known fact that departmentally conducted exams hardly gives chance to the hard working deserving candidates.
I request CM, Chief Secretary and the civil societies and various other organisations to look into the matter and of all departmentally conducted exams as well. Corruption in the state can only be reduced by recruiting the right deserving candidate.
